New Safety Standard IEC/EN/UL62368-1 3.0 on Switching Mode  Power Supplies

  Concerning switching power supplies, the date of withdrawal (DoW) for the outgoing standards IEC 60950-1 and IEC 60065 is December 20, 2020. IEC62368-1 is not regarded as an “merge” IEC60950 and IEC60065 because a new “hazard-based” standard would cover both electronic equipment and IT/Communications technology.

  IEC62368-1:2018 3rd edition will replace IEC62368-1:2014 from Dec. 20 of 2020, which was published in Oct. of 2018. IEC 62368-1:2018 is applicable to the safety of electrical and electronic equipment within the field of audio, video, information and communication technology, and business and office machines with a rated voltage not exceeding 600 V (includes equipment rated 400/690V).

  From now on, manufacturers of power supplies shall consider to comply with IEC62368-1:2018 3^rd edition when procuring components and subsystems. IEC62368-1 is basically a product safety standard that classifies energy sources, prescribes safeguards against those energy sources, and provides guidance on the application of, and requirements for, those safeguards intended to reduce the possibilities of pain, injury and if fire, property damage.

  Not only Euro and CB (Certification Body) members, in North America (USA and Canada), estimated and adopting of UL/CSA62368-1 Ed. 3.0 on Dec. 20, 2020. The other countries follow IEC/EN62368-1 respectively.

GEMS (Greenhouse and Energy Minimum Standards Bill 2012)

Astek battery chargers and adapter are the compliance of GEMS VI.

GEMS is Greenhouse and Energy Minimum Standards in Australia and New Zealand. In order to increase the efficiency of Electronic Equipment and saving power consumption, official authorizations released GEMS and replace MEPS from Oct. 1 on 2012, which divided into 3 levels. Adapters and chargers are level 3 and enforced to apply GEMS.

The applicants shall test the adaptors and chargers and keeping the records. When all passed, they are registered on the Australian Regulator website. It charges at USD440.-~USD780.-; depends on which category the plug pack is. Its maximum is 5 years.

Concerning External Power Supply, European ErP issued the draft of No. 278/2009 and announced “External Power Supplies should meet CoC Version 5 Tier 2 as the above tables from July of 2018”. From these tables, you can see efficiency rates is much higher and No consumption load lower and add “Minimum Efficiency in Active Mode at 10% load of full rated output current” because it’s the trend to better efficiency and consume less power.

Astek Switching Power Supplies are the compliance of RoHS 3.0.

In the world, many countries have their own RoHS directives. There are small differences among them. Mostly, they follow RoHS in Europe and America. Especially, CE includes RoHS and WEEE to lessen the shock from the wastes of Electrical and Electronic Equipment.

Switching Power Supplies are categorized into RoHS. In 2003, EU released RoHS 2002/95/EC, which is replaced by Directive 2011/68/EU on July 11 of 2011 and renewed the contents from Directive (EU) 2015/863 on June 4 of 2015. In 2018, RoHS 3 is announced and enforced on July 22 of 2019 for IT and consume electronics. Medical grade will be July 22 of 2021.

RoHS 3 expands the prohibited substances from six to ten by increasing new types of phthalates.

In recent years, there is historic change on the safety standard for medical power supplies, EMC: IEC60601-1-2:2014 (ED 4.0).

EMC: IEC60601-1-2:2014 (ED 4.0) was published by The International Electrotechnical Commission (IEC) on Feb. 25 of 2014, effected on Apr. 1 of 2017. In 2018, Euro, America and Canada adopted 4^th edition 60601-1 Electromagnetic Compatibility (EMC). In the other countries, the previous versions of medical safety standards existed, however, they will adopt EMC: IEC60601-1-2 (ED 4.0) gradually.

With time changes, EMC shall consider three categories of environments for medical devices:

*Professional Healthcare - Hospitals, clinics, and the other medical facilities

*Home Healthcare - Homes, Elderly Nursing Home and another public places

*Special Environments - Military installations, industrial zonesUnder these conditions, the operation of medical systems and devices; including mobile devices and another equipment are divided into:

*Intended use is for the intended medical purpose

*Normal use is for purposes, like transportation, maintenance, standby

Except the use under environmental categories, the changes of EMC 4^th edition of IEC60601-1-2:2014 are as below,

1) Immunity test level increases:

*The testing range for radiated immunity harmonized up to 2.7GHz (up from 2.5GHz in 3^rd edition)

*Magnetic immunity at 30A/m

*Conducted immunity at 6V in ISM bands

*ESD at 8kV contact and 15kV air (up from 6kV and 8kV respectively in 3^rd edition)

2) Changes to Immunity testing:

*Immunity test levels are harmonized with IEC 60601-1-11

*Immunity testing now follows the same port-by-port convention of the IEC 61000-6 series of Generic EMC standards

2) Expansion of Risk Management:

*Manufacturers have to submit a test plan and the risk analysis document before testing

*Operating modes are based on risk analysis.

*Reasonably foreseeable electromagnetic disturbances shall be in the risk management process.

*The risk management process determines if subsystem testing is allowed or not.
